The National Guard is the modern version of the “militia” of the Constitution. Many states had laws allowing state confiscation of private arms for the use of the militia if the militia was short of guns. In fact, private citizens were considered to be holding their arms “in trust” for militia use if need be.

Maybe yes, maybe no. I can’t speak to all professions, of course, but I can tell you that in the legal profession, at least for apparel for court, in the multiple jurisdictions I’ve worked in women DON’T wear pants, or at least few do. I got the point about short skirts (which are NOT de rigeur for court). My only point here is that, given short skirts, obviously they will cross their legs. That’s how you sit down in a short skirt. In other words (and probably too many), I was not addressing the hemline, just the style of seating.
As for the men, I would note that in at least one shot a guy has his legs crossed. Many of the other shots are of men with their feet where you say, but they are leaning forward, which is hard for a man to do with legs crossed. More interesting is not the position of their feet, but that they get to lean forward, while the women don’t. But we all know that Fox News is selling its crap via “women in short skirts”. In fact, I don’t know any women who watch it, though I have met many men who do.
As a last point, and here I expect a shitstorm of protest, young women don’t wear short skirts as a simple fashion choice. They have every right to dress as they please, nor should they be harassed for that. But it isn’t a neutral choice. Especially in high school, wearing specific clothing performs many functions beyond the usual, and insecurities dictate fashion.
