Here's a Fox News archive you're not likely to see on Fox this election season. A clip of Mitt Romney advocating for using tax penalties to enforce the individual mandate in Massachusetts.
Romney says:
For those that have higher incomes, we expect them to have health insurance. And if they don’t, we’re going to withhold their tax refund or put in place other penalties to assure that everybody comes in the system.
I'm still looking for more video or a transcript to show the Fox host's reaction - which I'm going to guess was not the kind of outrage you're seeing now on Fox. From reading the crawl on the bottom of the screen and doing a bit of Googling, I'm guessing this clip aired on April 11, 2006.

This is obviously FlipFlopper 1.0. For universal healthcare, for stem cell research, for a woman’s right to choose, for raising the minimum wage to a living wage, etc.

I think Cavuto and Gigot are the only two Romneycare interviews from 2006 up in their entirety on video sites, and I can’t find a more complete partial of this.
I’m looking through transcripts now- Romney made some interesting comments to Chris Wallace leading up to the bill’s passage. In particular, his comment about wanting a Holistic HCR interests me:
“I’d like to see a holistic program that says OK, what are we going to do for people who are retiring in Medicare and those that are poor on Medicaid, how do we make sure that this doesn’t become an overwhelming burden, let’s include prescription drugs but keep it from growing at such an outrageous rate.” -2/26/06
