The administration decided it could not make these findings public without sounding biased and partisan. So the administration undertook a painstaking procedure to completely document all the information they had gathered, and to make sure that information was spread throughput the executive branch agencies, as well as Congress, so that it could be acted upon after the election. The evidence was made public after the election, and the investigation moved forward. Unfortunately, the Obama administration was powerless to stop the incoming Trump administration from adopting its’ DENY, DENY, DENY strategy, while attacking the intelligence community by labeling it the “deep state.”
