New York State is poised to institute a charge for driving in Manhattan south of 60th Street, where there is plenty of mass transportation, and even though the charge will not go into effect until 2021, Fox Business host Charles Payne, an African American who can surely afford the cost, joked he'd need to sneak into work via an "Underground Railroad."
