The solution to the question of Bush's spying is very easy.
The President should give the list of those he monitored without warrants to a bipartisan panel of Senators, Congresspeople and Judges.
After careful review, the panel should REDACT, in the interests of national security, the names of all persons for whom there is real evidence of anti-American activities.
Then, they should PUBLISH, in the interests of the public's right to know, the names of those persons, if any, for whom there is no real evidence of anti-American activities.
If Bush has been honest and the names on the list present a real threat to the safety of Americans, his stature improves and he continues as President.
If Bush has been dishonest and spied on people who do not pose a direct, real threat to the United States, he is impeached for high crimes and misdemeanors.
Simple and elegant.
So, repeat after me:
