Optimism beyond the breaking point

On tonight's BBC World News, Correspondent James Ross (in Savannah, GA), reports that Condoleezza Rice gave an interview to the BBC today (the interview was not shown during this program) in which Rice shrugged off concerns about the lack of security in Iraq. Rice told the BBC that Iraqi security forces are being trained to take over that responsibility.
Afterward, Ross said Rice's statement was "stretching optimism beyond the breaking point."
COMMENT: Note the date of this post. Think what's happened since. Was Ms. Rice correct in her assessment of things?
