Outrageous Quote of the Week - Week of April 23

Canadian drop-out Mark Steyn won last week's Outrageous Quote with 38% of the vote for his insensitive comments just after the recent tragedy in VA, claiming the VA Tech massacre happened because young men in American colleges lack "testosterone."
