Fox Continues to Have Suspicious Problems with Its Banners

The second segment today (October 16, 2006) on Fox's Your World w/Neil Cavuto featured guests Admiral Stansfield Turner, a former director of the CIA, and James Lilley, a former ambassador to both China and South Korea.
Cavuto opened the segment with this:
Alright, meantime, sanctions on North Korea may be in place but my next guest says no matter what is done, a nuke will eventually be smuggled into this country and it will be detonated.
While Cavuto spoke, a banner appeared at the bottom of the screen: Adm. Turner: America Will be Nuked in 10-15 Years.
After introducing Turner and Lilley, Cavuto continued and the banner remained at the bottom of the screen:
So, Admiral, you're saying that no matter what we do now, it's just a matter of time before something from North Korea gets here and is detonated here. What do you mean?
Turner:
That's a little stronger than I had really spoken about.
Oops! Seconds later the banner changed to: Can We Stop a Nuke from Being Smuggled into America?
