How Does Fox Know That Kidnappers In Iraq Are Using Fake Uniforms?

Watching Bill Hemmer in the 12 - 1 p.m. timeslot of Fox News Live today he went to a report from RIck Leventhal about what was going on in Iraq with regards to the council meeting to decide on electing a Prime Minister. Last week Fox was reporting that they were hoping this would all be decided by Monday, but the meeting has, once again, been postponed.
It's what he said next that caught my attention.
Leventhal was talking about the dozens of kidnappings that were taking place each week in Iraq. He said in most cases there were men wearing fake unforms to kidnap these Iraqi civilians.
Comment: My question is -- what makes Leventhal so sure that they are fake uniforms? Is the alternative too hard for him or Fox to taker? Isn't it quite possible that these are legitimate police, trained by the U.S. that are acting on their own, as their own militias, and kidnapping these people?
I just thought it was a little odd that he stated this as fake when obviously no one has any idea whether they are or not.
