Bush May be Clueless, but Why is the Media Clueless that He's Clueless?

Why is the media shocked, yes, SHOCKED!, that George Bush learned about the destruction wrought by Hurricane Katrina from TV clips?
Five days after Hurricane Katrina hit the Gulf Coast, we News Hounds reported that - per Fox News* - the Bush administration got its "very first situational reports" about the damage from "local TV," and that they viewed "national media outlets" to "keep abreast of" what was going on there.
So, precisely whose head is in the sand here?
* Back then, Fox triumphantly, and oh so patriotically, labeled the event, "America's Challenge." Haven't seen that for months but, to this day (three years on), despite the absence of WMD or a link to 9/11, Fox continues to air a dramatic 3-second video clip - WAR ON TERROR! - when introducing reports from, or about, Iraq.
