President - Flip-Flop on Patriot Act Stance?

Yesterday on Studio B with Shepard Smith they showed a defiant and somewhat angry President Bush who said he would not agree to an extension of the Patriot Act as the Democrats and some Republcans wanted to do.
Today was a different story.
In a report by Wendall Goler he announced that a 6 months extension of the Patriot Act had been agreed upon by the Senate. He went to a video of the president saying that Congress knows that the Patriot Act is a vital tool needed to protect Americans.
Goler said the president and the White House were calling this a victory.
Comments: I'd say that's a flip-flop. One day being defiant and saying you will never agree to an extension, the next day, not only agreeing to an extension, but calling it a victory. Would you call that a flip-flop? Did Fox ask why the president changed his stance on the Patriot Act? Of course not.
