Shoot to Kill - Only Way to Neutralize

Today on Studio B with Shepard Smith, he was very exuberant in his coverage of the 'shoot to kill' policy in England.
Under the banner: Terror in London, a very animated Smith said (statements paraphrased but pretty much verbatim) "Meantime, the city is again on alert today as the armed police (are) continuing the shoot to kill policy."
Smith went to Amy Kellogg in London who said, "The shoot to kill policy, will, of course, only be used in extreme cases. And, certainly, last weeks case of mistaken identity is being called here, a very serious tragedy. (Comment: Kellogg delivered the line without a hint of empathy in her voice and notice that she said 'here' meaning here in England they feel this was a very serious tragedy, maybe not elsewhere)
Police feel that shooting a potential suicide bomber in the head is the only way to neutralize him."
Comment: Thanks, Smith, Kellogg, your statements came across as so heartfelt. Smith actually seemed excited about the 'continued shoot to kill policy' and Kellogg delivered her line, 'Police feel that shooting a potential suicide bomber in the head is the only way to neutralize him' in a very measured, serious manner.
So, look out guys, the Fox people are excited about the shoot to kill policy and want you to know they are 'serious' when it comes to neutralizing someone by shooting them in the head.
