"Agenda Reporting?"

During part of Neil Cavuto's show-opening summary today (December 1, 2004) on Your World w/Neil Cavuto, Cavuto said this to advertise an upcoming segment:
"Then, are some in the media trying to kill this recovery? Today a look at agenda reporting, and why Wall Street's ignoring it." (Emphasis added.)
COMMENT: About 20 minutes into the show Cavuto hosted a segment with a Washington Post reporter on Bush press conferences and whether or not he'll hold more than 16 during his second term. Otherwise I didn't hear talk about "agenda reporting" or how "some in the media" are trying to "kill this recovery."
Nonetheless, the term is now "out there." Is "agenda reporting" being given a test drive on Fox, the goal being to coin a phrase to describe any media which doesn't tow the neo-con party line? I'd be willing to bet it is.
