Absentee Ballots in Florida

Florida has been called for Bush yet tons of absentee ballots have not been counted. CNN showed a clip of workers unloading huge piles of ballots so they could begin the count. Blitzer explained that most of the ballots came from the military which is always pro Bush.
Why did they wait until after the State had been called to begin the count. No matter what the count reveals, it no longer matters and I'm sure we will never know the final tally. How can anyone be sure what the absentee count will reveal?
There has been much indication that the military is no longer Republican and the military ballots could hold thousands of Kerry votes. How about the winter residents that don't go down to Florida until after Thanksgiving. Also, there are the college students who most likely voted Democratic.
Of course, Florida has completely changed to the touch screen paperless machines which have failed so many tests and have been discredited by many computer experts because they are so easy to rig.
Chances are, Bush will still win after the ballots are counted but I want them counted before election night and before the State declares a winner. It seems like Jeb's Florida does whatever works best for Jeb.
