"Munitions" v Explosives

Something I'd noticed yesterday is being repeated today (October 29, 2004) on Dayside w/Linda Vester.

Fox is using the word "munitions" in it's bottom-screen banners when referring to the missing 380 tons of explosives in Iraq. The definition of munitions in The American Heritage Dictionary of the English Language is: "War materiel." So, that could be anything from a bullet to a nuclear bomb, right? It doesn't sound nearly as frightening as "explosives," does it? Fox wouldn't be trying to down play the matter now would it?
