Why did Iraq's Program Review Board commit billions of dollars in Iraq's oil revenues to contracts that will enrich US and British corporations, thus limiting the revenue of the new Iraqi government? Why were these contracts given at the last minute rather than waiting for the new Iraqi government to make the decisions?
